Need

The occurrence of harmful algal blooms on Australian barramundi farms is an established threat that appears to be increasing in frequency and has already caused a significant economic impact to affected farms. As the Australian barramundi industry expands it is anticipated the frequency and severity of harmful algal blooms may increase. The potential cost savings from preventing or minimising the impact of a single harmful algal bloom can be significant (potentially up to $300,000 per case). This would provide an immediate return on the research investment of this project. The widespread and remote location of Australian barramundi farms limits the ability to quickly get suspect bloom samples to an appropriate analytical laboratory and receive diagnosis within a timeframe that is appropriate for response to an emergent harmful event, whereby emergency actions could be taken to minimise impact. There is a critical need for increasing awareness, further education and training, and provision of initial guideline tools to help farm staff differentiate harmful from harmless blooms and respond to these events accordingly. This first step will facilitate farms to develop monitoring programs to detect and respond to problem blooms prior to the encountering of large-scale mortality events.

Objectives

1. Compilation of a manual to assist the identification of potentially harmful and commonly encountered algae species likely to be found in Australian freshwater and saltwater barramundi farms.
2. Assembling an algae identification kit including necessary sampling equipment and guidelines.
3. Collection and algae analysis of water samples from participating farms for inclusion in the algae identification manual and discussion at the 1-day workshop.
4. Review of literature on known control and prevention methods of harmful algal blooms in aquaculture ponds including identification of knowledge gaps and areas for further research.
5. Run a 1-day workshop to train and educate participating staff from ABFA member farms on algal identification, quantification, and management options.

This industry consultation needs to be collated to assist the Australian seafood industry provide a nationally co-ordinated and well-informed response to a review of AMSA legislation.

There is a need for a nationally co-ordinated and well-informed seafood industry response to a review of the AMSA legislation. SIA has engaged with industry nationally and the need to respond in a collective submission that is reflective of the views of Australia’s seafood industry

Need

There is an opportunity to create a new partnership with the Australian Recreational Fishing Foundation (ARFF) to aggregate information from a regional and jurisdictional level to a national forum with the view to provide advise the FRDC in prioritising strategic and tactical investments in RD&E to deliver positive outcomes for the Australian recreational sector.
An ARFF – FRDC partnership could be extend beyond simply prioritisation, to include establishing opportunities for effective and targeted extension and adoption of R&D outputs to effect cultural and behavioural changes within recreational sector beneficiaries.
A properly resourced and coordinated collaboration may also identify opportunities for co-investment with traditional and non-traditional sources, particularly those linked to the ARFF network.
This proposal looks to formalise a partnership between the recreational fishing sector and the FRDC and outlines the structure, function, resourcing and phases of that partnership model.
The effective delivery of this partnership model will in turn derive benefits to the recreational sector, its supporters, the broader Australian community, and the FRDC through the delivery of the R&D Plan 2020-2025.

Objectives

1. Proactively work with the recreational fishing community and key partners to identify and coordinate national and regional RD&E priorities, and assist to develop scopes to address those priorities
2. Inform FRDC and stakeholders of the shifting landscape and capability, and emerging needs of the Australian (and international) recreational sector relevant to the FRDC's R&D Plan 2022-2025
3. Ensure quality and relevance of R&D investments undertaken by the FRDC to the recreational sector through technical and extension advice and support for FRDC management and project teams

Status of Australian Fish Stocks (SAFS) sixth edition

Need

The proposal is for the production of the sixth edition of the SAFS reports. SAFS is Australia's only coordinated, national-scale stock-status reporting framework, and as such is a critical driver of jurisdictional collaboration and strategic processes. The current application is to produce the SAFS reports in 2023 and address strategic issues outlined above. In order to ensure the continuation of SAFS beyond 2023, it is essential for jurisdictions to develop ownership of the reports and to embed SAFS processes in core business, and for efficiencies in production and report management to continue to progress. A parallel project to develop jurisdictional reporting services is also underway to assist jurisdictions develop their jurisdictional chapters. As documented in the independent audit of SAFS 2016 (FRDC project 2016-143), the process of compiling SAFS on a co-operative basis between FRDC, Australian government agencies and all fisheries jurisdictions has led to greater joint collaboration, as well as transfers of methodologies and processes, to deliver higher quality and more credible stock status reporting which can be accessed nationally and internationally, as well as assisting in policy decisions regarding changes to particular fisheries management arrangements and in research priorities. Primary drivers for National reporting of the SAFS include: (i) the State of the Environment Report 2011, i.e., ‘lack of a nationally integrated approach inhibits effective marine management’; (ii) a recommendation of the House of Representatives Inquiry into the Role of Science for Fisheries and Aquaculture (Netting the Benefits Report 2012), i.e., ‘producing national status report regularly’; (iii) the Australian Fisheries Management Forum national statement of intent, i.e. a key outcome of ‘Goal 1’ is the National Status of Australian Fish Stocks Report; (iv) the National Fishing and Aquaculture Strategy 2015–20, i.e., ‘Goal 1’ of this strategy will be partially measured by an increased number of fisheries assessed as environmentally sustainable in the Status of Australian Fish Stocks Reports (this includes reducing the number of stocks assessed as uncertain); (v) the FRDC RD&E Plan 2020–25, enabling strategy V (tracking and reporting on sustainability of fish stocks and performance of fisheries).

Objectives

2. Reduce the number (percentage) of stocks classified as "Undefined" where possible, using data-poor or other acceptable methods.

Improving bycatch reduction strategies and escape vents in Queensland Mud Crab fisheries

The proposed work directly targets the opportunity
• to benchmark bycatch reduction devices (including escape vents) and strategies currently in use in the Queensland Crab Fishery,
• to trial refined escape vents for better (i) retention of legal crabs and exclusion of non-legal crabs and fish bycatch.

Recommended refinements to the regulation of escape vents in commercial mud crab pots will be provided to Fisheries Queensland by October/November 2022 for potential inclusion in the next round of regulatory amendments to the Crab Fishery.

More appropriately specified escape vents will produce better commercial outcomes (i.e., retention of legal crabs) and better ecological outcomes (e.g. exclusion of sub-legal crabs and finfish prone to entrapment in crab pots). Reports from crabbers indicate that some of the regulated escape vents allow legal crabs to escape, whilst the small escape vent (75 x 60 mm) reportedly allows very little bycatch to escape. A quantitative study that encompasses regional variation in mud crab morphometrics (i.e., carapace depth/height ~carapace width) would provide empirical data upon which management decisions can be objectively made.

Better documentation on marine turtle entrapment in crab pots (which is currently of limited public access) and gear modification to efficiently reduce or prevent marine turtle entrapment would be of benefit to threatened and endangered marine turtle populations of Queensland (in particular loggerhead turtles) and would contribute to the development of a risk mitigation strategy for the fishery.

2. Trial alternate configurations and advise on potential changes to escape vent regulations achieve better commercial and ecological outcomes.

Developing a cost-efficient stock assessment program for Southern Calamari fisheries

Need

Southern Calamari are important to multiple commercial and community fishery sectors in SA. Southern Calamari are now managed using a TACC for the commercial MSF and have specified resource allocations for recreational, Aboriginal/Traditional, Charter Boat, GSV prawn and SG prawn fisheries. However, the current assessment program does not capture the importance of this species and cannot support the level of management required. The primary outcome of this project will be to develop an assessment program for Southern Calamari in SA that can be used to assign stock status and provide TACC setting advice to fisheries management.

Like many cephalopod assessments, the current SA Southern Calamari assessment is basic as scientific advances have not occurred at the same rate as advances for finfish or crustacean assessment methods. Therefore, the successful development of an assessment program for Southern Calamari in SA would provide a valuable scientific contribution to several other Australian squid fisheries as they often encounter similar assessment difficulties

Overcoming key knowledge gaps and incorporating information on environmental drivers will be a key focus of this project, in order to develop an assessment that accounts for the full complexity of cephalopod population dynamics. However, there are limited resources to undertake an assessment in SA as the commercial MSF has a low gross value product (GVP) but has high assessment needs across several species. Therefore, a cost-effective assessment program must be developed to allow for its regular application, which is necessary for short lived species such as Southern Calamari.

The proposed project will address two FRDC strategic plan outcomes (Growth for enduring prosperity, and best practices and production systems) by developing a best practice assessment program that can be applied for Southern Calamari in SA and be extended for use in other fishery jurisdictions. An assessment program that provides confident management advice, such as TACC setting, will maximise resource use across all sectors by establishing a robust stock assessment that increases certainty in stock abundance and allows sustainable fishing strategies to be developed.

1. Review global cephalopod assessments to identify potential assessment methods for Southern Calamari and how environmental variables could be incorporated.
2. Evaluate the suitability of available fishery-dependent and fishery-independent data from the SG and GSV prawn fisheries to develop recruitment indices.

Need

Following several discussions with Ms Gallichan, we now have a very good understanding of the research outcomes TARFish is seeking to achieve. These are:

• A rich understanding, from a marketing perspective of the segments that make up the recreational fishing market in Tasmania.
• The attitudes and behaviours (particularly recreational fishing behaviours) of these segments and the associated demographics and geographics that will enable TARFish to target those segments that have the propensity to become TARFish members together with the associated services that would appeal to prospective members.
• The extent and nature of segment usage of ‘competitors’. In this sense competitors are considered to be other recreational activities that existing and prospective TARFish members undertake such as golf, archery, etc.
• The brand preferences of existing and prospective TARFish members for a selected range of products and services that will enable TARFish to build a convincing business case to attract sponsorships.

As part of our background investigations, we have reviewed a number of relevant studies with perhaps the most relevant being the ‘2017-18 Survey of Recreational Fishing in Tasmania, J.M. Lyle, K.E. Stark, G.P. Ewing & S.R. Tracey, November 2019’. We understand an update to this study is expected to commence in October 2022. There are also several similar studies that have sought to segment recreational fishing that have been done in other locations, including a market segmentation of Virginia Resident Freshwater Anglers in the US (McMullin et al. 2001), segmenting anglers by lifestyles, lake types and management preferences in Michigan (Christopher Simoes 2014), and, more locally, anglers in The Great Barrier Reef Marine Park (Kyle and Sutton 2010). Older studies such as Potts’ (1992) study on recreational boaters and Adams’ (1992) segmentation of a recreational fishing market demonstrate the usefulness of understanding recreational fishing activity via correlation analysis to more effectively enhance and manage the sector. Of particular use and relevance is the ‘Take Me Fishing’ Segmentation undertaken in 2019 that developed recreational fishing and boating profiles such as ‘Family-Focused Relaxers’, ‘Active Social Families’, ‘Uncommitted’, ‘Avid Adventurists’, ‘Lukewarm Occasionalists’ and ‘Leisure time enjoyers’ in a study that was funded by the Recreational Boating and Fishing Foundation (RBFF) in the United States. This segmentation helped to not only define key profiles but was also able to estimate growth potentials of both the fishing and boating sectors; understand substitution activities (what they were doing instead of fishing and boating, which included camping, visiting parks, picnicking or hiking), key communication preferences as well as barriers for growth, e.g., not having enough time, preferring other activities, or not having the relevant skills or expertise and feeling clueless about how to get started. This project will draw on this approach, as well as our combined years of experience in undertaking segmentation studies in other market sectors, to address FRDC’s objective to design effective social and marketing approaches and communication strategies to support sustainable fisheries management.

It is clear to us that TARFish is seeking a ‘marketing’ outcome as opposed to an academic treatment to meet the business objectives of TARFish. Our considered opinion based on years of experience in undertaking similar studies, is that our proposed market segmentation, using the methodology, described below will deliver on the outcomes TARFish is seeking. It is cost effective and provides a robust evidence-base for decision making.

The first step for the project will be to host an inception meeting with the consulting team and any other key stakeholders (e.g. members of TARFish board) to establish and agree on the project scope and goals, including refining and defining the intended outcomes as listed outcomes.

The remainder of the method is broken down into the following steps/activities, which is inclusive of several mid-project workshops to meet with and debrief with key members of the team and ensure the project is on track to meet the required objectives (and/or to problem solve any issues, including identifying new opportunities, that arise during the course of the study):

Stage 1. Inception meeting with project investigators and any other identified key stakeholders [All team – including consulting and client groups]. This first meeting is important to crystallise the research objectives and ensure the project is aligned with TARFish business priorities and strategies.

Stage 2. Literature Review [Jane Gallichan, Hudson Howells, Action Market Research,]. The scope of any additional desktop research will be discussed and agreed at the inception meeting. A review of the IMAS reports and any other background information will be conducted, including identifying access to additional databases (e.g. recreational fishing licence holders) and/or fishing/tourism association, clubs and societies.

Stage 3. Workshop 1 and Primary Research Phase 1 – Survey of TARFish members and initial backbone segmentation [Jane Gallichan, Hudson Howells & Action Market Research with input from Power Stats]. Finalise quantitative questionnaire and gain access to sample of licence holders subsequent to feedback from project steering committee, including a workshop to review and discuss the attitudinal statements that will inform the backbone segmentation
