Need

Traditionally, reef projects around Australia have been funded by public money through government agencies, in particular regional development, research or fisheries grants. More recently in WA, new reefs such as Exmouth’s King Reef, have been brought to life through funding partnerships between government, not for profit & other private/industry sectors. Creating new pathways & processes to unlock & utilise alternative materials to create habitat enhancement structures is critical in ensuring the benefits artificial reefs create for our oceans & communities are maximised. Integrating appropriate recycled materials into reef developments provides opportunities from a scalability & financially sustainable perspective for all sectors of the Australian seafood industry, paving the way for more reefs to be deployed for social, economic and environmental benefit.

Playing a leading role in artificial reef development, Recfishwest often receives offers of materials for new reef projects. Examples include concrete in the form of railway sleepers, roadway culverts & bridge beams or steel in the form of storage tanks, structural frameworks & pipelines. Understanding what structures are suitable & acceptable for repurposing into reefs needs to be determined before these opportunities (current & future) are lost. This will unlock new reef options with alternative partners & funders to build more productive marine habitats for the benefit of local communities & the environment. Current Commonwealth & State legislation & policies limit the exploration of new reefing opportunities and there is a need to support change within these regulatory agencies.

We regularly consult with stakeholders who also have a need to understand the outcomes of this project including: DPIRD, NERA, WAFIC, NOPSEMA, DAWE, other Regulators, Resources Sector (including operators), Research agencies and the WA fishing community as end users. NERA and DAWE have also provided Letters of Support for this project as critical project partners to help achieve the outcomes and desired benefits.

Objectives

1. Explore existing literature on structures and materials that have been successfully repurposed into artificial reefs globally
2. Create a framework to assess the habitat and fishing suitability of structures for use in artificial reef projects
3. Create a guidelines and a substantial list of structures available for potential use in integrated artificial reefs from multiple industries
4. Develop a pathway with targeted regulators to assist in the development of a better regulatory environment that supports science-based habitat enhancement projects

Need

The Australian Shellfish Quality Assurance Advisory Committee (ASQAAC) is a volunteer organisation comprised of members including state regulators, industry representatives and associated stakeholders including researchers, Safefish, seafood importers and laboratories. As the program sets the requirements for market access in Australia through the Australian Shellfish Quality Assurance Program (ASQAP), and influences industry's ability to grow and further develop our low input, carbon friendly and job intensive industry. The ASQAP is best practice, and ASQAAC strives to include safe and appropriately innovative and validated measures to ensure market access is maximised - important for both COVID recovery and future proofing the national shellfish industry.
There is an on-going need to provide national guidance on ASQAP interpretation and delivery for our industry that has been highlighted by both the succession needs of the well-established programs in SA, Tas and NSW, and by the emerging shellfish industries in WA, NT, and Qld. The market failure for systemisation and training material and continuous improvement stems from the underpinning knowledge of this topic being niche and highly specialised.
In the words of the ASQAAC Chair Phil Baker: “The last decade has seen the exit of significant knowledge and history with long-term regulators being replaced with new recruits to the technically complex shellfish regulatory role. Currently there is little to guide them, particularly as ASQAP has transitioned to an outcome-based program. The vital knowledge required is often learned through experience.” This program aims to take advantage of the pool of experts that do exist in Australia, to the benefit of all existing and developing programs.

Objectives

1. Understand the training needs to support the continued development of Australian shellfish industries covered by ASQAP
2. Develop technical training modules for regulators and industry in bivalve shellfish food safety risk management
3. Deliver the training modules in a manner that suits both industry and regulators, and supports learning from existing Australian experts and adoption of successful risk management strategies

Need

In a scan of FRDC projects with “co-management” in the title five projects identify a need for a culture change to allow co-management, but none provided a process by which such culture change could occur.

The NSW wild harvest industry needs support with culture change skills to allow the Industry Vision to become real. The Industry Vision speaks to fisheries management built on co-management and stakeholder consultation. The current culture of the fishing industry is limiting the industry from being an active participant to this vision. Unless this is urgently addressed the combative relationship between industry and Government will not change.

We focus on developing a process of culture change involving both the seafood sector and government. A new culture will underpin and support initiatives between government and the seafood sector. Co-management provides a tangible goal for the participants in this project, but the need being addressed is testing and developing of a process of culture change explicitly for seafood industry and government agencies.

The Industry Vision needs stakeholders to adopt new ways of thinking, relating, and working so they are receptive to the Industry Vision. Significant growth in this sector is possible, in NSW landings of fish could grow as much as 30% (Smith et al 2019). Unless the industry has confidence to commit to the long-term future of the fishing industry and encourage young fishers to see this future this value will never be realised.

This project will pilot an culture change approach never tried in the seafood industry to:
• identify and explain the current relationship dynamics between industry and regulators ;
• design and implement a suite of projects to transform the relationships to build a trusting and collaborative culture;
• develop the framework and practices that will enable and support self-perpetuating culture change.

There is goodwill and intent by NSW Government to move forward to strong working relationships with industry eg Harvest Strategy Working Groups, and a culture change process will provide the confidence to invest in building relationships and being engaged.

Objectives

1. To establish a group of industry and government leaders/mentors to provide an enduring resource to assist the NSW Northern Fish Trawl sector to facilitate cultural and strategic change to move towards an agreed co-management model and a profitable fishery
2. To design a set of activities/projects to assist industry and government stakeholders to embark on a journey of shifting their beliefs and behaviours to support a viable and highly functional co-management process for the NSW Northern Fish Trawl sector

“Ready, set, go!” preparing for emergency disease outbreaks in aquatic animals

Need

This project is focused on improving industry and government preparedness to respond to nationally significant exotic disease outbreaks and in doing so, protect or minimise the impacts of exotic diseases on profitability and productivity. There are national preparedness arrangements in place however (fortunately) many of these have yet to be used in a real-world response, including the AQUAVETPLAN response manuals which outline technical response arrangements and the draft Aquatic Deed which outlines how costs and managing emergency responses will be shared among industry and government. Prospective parties are currently considering whether they will ratify the draft Aquatic Deed. This project is not dependent on whether the deed is ratified and can be adapted to the circumstances of existing response arrangements.

This project addresses the need to test existing contingency planning arrangements for some nationally important exotic diseases to increase shared understanding among industry and governments of their responsibilities and capabilities that they can bring to a response. The main objective is to test arrangements and identify any gaps in peace time for how a response can be undertaken most cost effectively. For governments, this includes understanding operational aspects of industry including assets that could be used for a response. For industry, it includes understanding any gaps in preparedness in particular operational gaps and identifying where and how they could be addressed in peace time.

Scenario-based discussion exercises are a cost-effective way of validating the procedures or processes and are valuable for building the knowledge and preparedness of participating organisations (governments and industry). Conducting a series of exercises based on existing contingency arrangements will contribute to closing the gaps between current capability and current needs and improve levels of preparedness for priority exotic diseases.

Objectives

1. To test that technical response arrangements are fit for purpose and include sufficient practical information for use in a response.
2. Gaps in preparedness or areas of difficulty in responding to a disease outbreak are identified and solutions found without the pressure of a real-world response
3. Promote a common understanding among industry and government about roles, responsibilities and expectations during an emergency response, including at a farm, state and national level.

Need

Globally, Fish Aggregating Devices (FADs) and artificial reefs are increasingly used tools to enhance fisheries – particularly recreational fisheries. Over the last decade there has been greater use of these tools in Australia. In recent years, FADs have been increasingly deployed including in Commonwealth waters for the purpose of enhancing recreational fisheries managed by state governments. There are concerns that the recent rapid deployment of FADs, particularly in Commonwealth waters have negatively impacted the operations of some Commonwealth fisheries such as the East Coast Tuna and Billfish Fishery. There are also marine safety concerns which extends beyond just commercial fishing vessels. There is a need to better understand the regulatory environment for FADs and artificial reefs to ensure that benefits can be realised while impacts avoided or mitigated. The regulatory environment for the deployment of FADs (and artificial reefs) in Commonwealth waters is potentially different from that when they are deployed in state waters. It also extends beyond fisheries legislation and includes the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act 1999), the Sea and Submerged Lands Act 1973, and the Navigation Act 2012. The administration of these Acts and associated subordinate legislation crosses several government agencies. In relation to the EPBC Act 1999, the Commonwealth marine area is a Matter of National Environmental Significance (MNES). There is however little specific guidance as to whether FADs potentially impact MNES and how any impacts can be mitigated. In addition to better understand the complex regulatory environment, there is a need to develop more effective and fit for purpose engagement strategies with all stakeholders. There is a need for national project as it is an issue which is now cross jurisdictional.

Please note we have attached responses from three State Ministers indicating their support for a collaborative approach to this issue.

Objectives

1. Identification of the current regulatory and policy frameworks in all Australian jurisdictions that guide or impact the deployment and use of FADs and artificial reefs in State, Territory and Commonwealth waters.
2. Identification of the current and projected use of FADs and artificial reefs in Australian jurisdictions.
3. With relevant input through a workshop and other tools where appropriate, development of a best practice guide for the planning, sighting and deployment of FADs and artificial reefs.

Impacts of COVID19 on the Australian Seafood Industry: Extending the assessment to prepare for uncertain futures

Need

In March 2021 the FRDC published an initial rapid assessment - Impacts of COVID19 on the Australian Seafood Industry: January-June 2020 - of the direct and indirect effects of disruption to seafood production, supply chains and markets caused by the global COVID19 pandemic. That assessment covered the initial period of the shocks wrought by COVID19 and demonstrated the availability of data to support rapid assessment in such conditions.

However gaps remain to be addressed, including:
1. comprehensive coverage of production effects in fishing and aquaculture across all Australian jurisdictions,
2. coverage of impacts on recreational fishing activity and Indigenous commercial seafood activities;
3. assessment of emerging medium-term impacts (such as changes in Australian consumer purchasing behaviours, structural effects in labour markets and export-oriented sectors, effects of alterations in tourism patterns); and the interactions with non-CV-19 impacts (such as trade tensions affecting exports); and
4. the effectiveness of crisis responses.
Furthermore, the capacity to access data to support rapid assessment in times of systemic shock needs to be consolidated. Finally, insights from rapid assessments need to be harvested to provide Australia with a framework for assessment of systemic (i.e. large-scale, multi-level) risk to the Australian seafood community.

This project addresses these needs through a follow-up Impact assessment report which is more comprehensive, given data availability. The follow up report will include case studies of crisis responses by key government and industry decision makers, and the lessons learned for preparedness for future shocks. It will develop a Guideline for rapid assessment of economic and social effects in fisheries and aquaculture, which will contribute to FRDC's capacity for rapid appraisal and assessments. The guideline will include quality assurance steps to be applied to rapid assessments. Finally, the project proposes to draw insights from this more comprehensive assessment to identify what risk factors to assess, and how, in order to prepare for systemic shocks in future.

Objectives

Need

OPERATING ENVIRONMENT AND RESOURCE MANAGEMENT UNCERTAINTY
Lengthy engagement/negotiation periods, lack of visibility, and complicated processes surrounding the Management Plan creates uncertainty for the fishers and hinders their ability to plan. DPIRD implements requirements and controls that specify how the industry operates which can impact business efficiency and cost. This is exacerbated by current market conditions. This project will undertake research to understand how to improve co-management and increased visibility of markets and trade environments driven by data and technology.
INCONSISTENT COMPLIANCE WHICH IS UNCLEAR AND DIFFICULT TO INTERPRET
Multiple layers of compliance and reporting are required (vessel, on board, catch) and are managed by different entities (DoT, AMSA, DPIRD). Processes are unclear, difficult to interpret, inconsistently applied and systems are unstable and poorly designed. This leads to difficulty to consistently meet requirements and unnecessary operating pressure for the fishers. There is a need to ework with these entities in a co-management approach to develop mutually beneficial solutions to increase efficiency for all parties. This project will undertake research to determine how digital technology can be applied to Industry compliance requirements (DoT, AMSA, DPIRD) to improve efficiencies and fishery sustainability.
TECHNOLOGY MATURITY & INDUSTRY CULTURE
There is no ongoing research into fishing technology to ensure the industry remains abreast of developments and responds accordingly. Additionally, this is a generational industry perceived to be reluctant to adopt new ways of working. Focused research will be undertaken to understand how the industry can apply technology and innovation to strengthen the industry’s position and provide the necessary training to do so.
INEFFICIENT TECHNOLOGY, PROCESSES AND KNOWLEDGE TO SUPPORT LOCAL SALES.
The 'back of boat sales' initiative creates retail challenges for fishers seeking to serve the local market effectively and efficiently. There is a need to undertake research to determine how the industry can apply digital technology to serve and engage the community more effectively while ensuring compliance to government requirements.
INDUSTRY AND COMMUNITY ENGAGEMENT
There is little community understanding of the Industry while Industry engagement is inefficient. Undertake ongoing focused research to understand how digital technology can be applied to strengthen engagement.
