Need

During a recent national Fisheries Statistics Working Group meeting, data managers from all Australian states highlighted and discussed the likely high prevalence of inaccurate or fraudulent data supplied by fishers and accrued through data-entry errors. Current data quality control measures in each jurisdiction are largely heterogeneous, undocumented and often rely on manual checks by clerks or analysts that are labour intensive and costly and not routinely executed. Because many of these checks occur during manual data entry of paper-based records, these are likely to become obsolete as reliance on electronic reporting increases, with data entered directly by fishers through online portals or mobile applications.

There is a need to develop automated data cleansing and diagnostic procedures that can be applied post-hoc or retrospectively to large fisheries databases to detect and flag errors and outliers and provide subsets of reliable catch and effort data for stock assessments and other analyses. This project will contribute towards addressing these issues, by developing automated processes to routinely assess newly entered fisheries catch and effort data for errors, retrospectively quantify error rates in existing data and assess their likely influence on the outputs of stock assessment analyses. The outcomes will help improve the quality and accuracy of catch and effort data used in routine stock assessments, and in turn lead to more sustainable management of wild capture fisheries resources.

Objectives

1. Review existing data quality control and cleansing processes applied to fisheries catch and effort databases in all state and commonwealth jurisdictions.
2. Develop a suite of generic algorithmic and statistical approaches to detect and flag different error types (e.g., anomalous, missing and outlying values) in fisheries catch and effort relational databases.
3. Trial the above approaches with several case-study fisheries datasets to assess the performance of different data cleansing approaches, quantify error rates and types and assess the sensitivity of catch and effort statistics to these errors and outliers.
4. On the basis of the above findings, recommend a standard national approach for data cleansing and validation of fisheries catch and effort data.
5. Customise and integrate the generic approaches into NSW fisheries database systems to implement automated data cleansing processes.
6. Extend the results of the project to fishers and industry representatives to encourage greater accuracy in fisheries catch and effort data reporting.

Need

The NSW RAC intention is to utilize each sectors R&D Strategic Plans to form a component of the NSW RAC Plan. The NSW Commercial Fishing R&D Strategic Plan is outdated and no longer relevant.

Strategic planning is central to the ensuring funding of research, develop and extension is prioritized and meets industry needs. A five year plan will guide investment in R,D & E, and each year the Fisheries Research Advisory Committee needs to scan its business environment and review its RD&E activities to ensure its portfolio is balanced, well directed and meets the needs of the NSW commercial fishing industry.

To ensure that the FRDC's RD&E investment is undertaken with reference to the priorities of the NSW commercial fishing industry a strategic plan must be developed through extensive consultation with key stakeholders and the PFA.

The PFA has identified that a industry workshop should be held to understand the research and development needs for the NSW commercial fishing industry and information gaps. The PFA proposes that a R&D Strategic Plan is needed for the NSW commercial fishing industry to ensure relevant and strategic priorities are set for the industry.

Objectives

1. The development and publication of a Strategic Plan for R&D in NSW that incorporates a process for continuous improvement in the identification of change in R&D priorities and communication between stakeholders.

Summary

This project is aimed to develop a New South Wales (NSW) Commercial Wild Catch Fishing Industry research Development & Extension (RD&E) Strategic Plan for 2018-2023 to ensure relevant and strategic priorities are set for the industry. The plan was based on the development of a draft plan through an industry workshop that included relevant industry and commercial fishing experts with the draft plan than distributed further for a more extensive consultation process amongst industry. Once the RD&E Strategic Plan (Appendices 1) was finalised it was then provided to relevant bodies including FRDC, the NSW RAC and the New South Wales Department of Primary Industries (NSW DPI).
 
This plan is an essential component for all future directions regarding research, development and extension funding priorities for the NSW commercial wild catch fishing industry over the next five years.

Southern Ocean IPA - Stock Connectivity of Antarctic toothfish (Dissostichus mawsoni)

Need

Australia has an Exclusive Economic Zone (EEZ) declared adjacent to its Antarctic territorial claims in East Antarctica. Australia has also a direct interest in BANZARE Bank and Elan Bank due to shelf claims and their close relationship to the Kerguelen Plateau. The EEZ in East Antarctica does not include an Australian Fishing Zone (AFZ), thus this area is effectively 'high seas' and the Australian fishing industry has no special privileges in this part of the Convention area. However, ALPL started fishing in East Antarctica in 2015 and have a strong interest to continue fishing activities if catch limits in East Antarctica allow for economical operations.
CCAMLR's failure to assess Antarctic toothfish stocks in East Antarctica with tag-based stock assessments has resulted in a highly precautionary approach for setting catch limits in the area, with small and potentially uneconomical catch limits spread across a number fishable blocks. There is an urgent need to (a) delineate the structure and linkages of Antarctic toothfish stocks around Antarctica and particularly in East Antarctica, and (b) develop alternative assessment approaches to enable a reliable evaluation of stock biomass and the impact of the fishery on stock status in this area. In particular, the project will provide an evaluation of whether Antarctic toothfish could be suitable for the close-kin mark-recapture method to estimate biomass in East Antarctica.
Australia has maintained a leadership role in CCAMLR, including SC-CAMLR since its inception. Australia wishes to maintain the precautionary approach of CCAMLR and its ability to meet environmental objectives as well as those of the fishing industry. This project will contribute to Australia's CCAMLR obligations as a fishing nation to conduct research towards a robust fishery stock assessment, and provide an important opportunity to influence the management of activities which have the potential to adversely affect marine living resources in high seas areas adjacent to the Australian EEZ.

Need

The spawning dynamics and early life history are largely unknown for BSC and GMC in NSW, as are spawning areas, sources and sinks, important juvenile nurseries, and the effect of environmental variability on both spawning and recruitment. While this has led to some limitations to management and uncertainty in the past, NSW have recently launched two major management initiatives for the species for which this information is essential: 1) management of commercial BSC and GMC harvest through share-linked catch quota; and 2) fisheries enhancement for BSC and GMC.

In 2017, the Commercial Fisheries Adjustment Program has seen the NSW Government subsidise the investments of many fishing businesses to access catch quota for BSC and GMC. Quota allocation depends on scientifically-based assessment of Total Allowable Catch (TAC). At present the only source of information on which to base TAC is historic catch and effort, but these are highly variable and the mechanistic factors underlying this variation are unclear. The recent NSW Marine Stocking Fishery Management Strategy outlines the development of release programs for both BSC and GMC. Effective implementation of this strategy relies on a thorough knowledge of the requirements of young crabs and the factors affecting their recruitment such that recruitment limitation can be identified and releases targeted to address it (see Taylor, 2017). Through a review of existing work on these species in other states, and consultation with managers and industry, we have identified targeted research questions that will directly enhance the capacity of NSW DPI-Fisheries to design and implement effective harvest management, fishery enhancement and restoration programs for BSC and GMC. The need for this information is especially evident in the attached letters of support from commercial and recreational stakeholders, and the contribution of $250K cash from the NSW Recreational Fishing Saltwater Trust.

Objectives

1. Describe temporal and spatial patterns in settlement and juvenile habitat use, to determine if spawning, nursery habitat availability, or connectivity creates localised recruitment bottlenecks in NSW estuaries
2. Define and model links between environmental (physicochemical and oceanographic) variables and these patterns, and potential effects on catch rates
3. Use this information to develop an independent measure of recruitment, which links the effects of environmental variability on recruitment to future catch quotas
4. Interpret patterns in recruitment limitation to target a large-scale release of BSC, and analyse post-release abundance patterns to better understand recruitment bottlenecks and improve modelled relationships

Summary

This report describes new research by the NSW Department of Primary Industries and the University of NSW into Blue Swimmer Crab and Giant Mud Crab in south-eastern Australia. Over 3 years, data was collected through extensive field sampling and modelled alongside environmental and oceanographic variables to examine how crab populations respond to environmental variability, with a focus on their abundance, distribution and reproduction. Findings were then compiled to test whether the new knowledge could aid in predicting some of the variability observed in fisheries harvest for portunid species. The patterns resolved will aid future stock assessments, and inform management (including regulation, quota setting, and fisheries enhancement) of portunid fisheries in south-eastern Australia into the future.

Need

There is a relatively small number of universities, education and training providers offering programs in the fishing and aquaculture industries. There is an absence of consolidated data on, for example who they are, how active they are, the programs they offer, and course participant commencements and completions. The extent to which these providers keep abreast of the latest R&D outcomes, how and where they access information on R&D outcomes and the degree to which the content of their training/education programs include the latest research outcomes is not known.

Understanding the current state of play in the provision and uptake of industry-related training programs will provide valuable information that can be used by FRDC and the fishing and aquaculture industries to make more informed decisions on how to most effectively ensure new R&D outcomes are accessed and used in current course content at universities and in vocational education and training. This could be, for example by developing incentives and close working partnerships with a cadre of active training providers best positioned to include both new industry practices, procedures, etc and the required underpinning knowledge in their training programs.

Due to the time and cost involved in updating course materials there is a limit to the extent well established training and education programs can be continually updated to include the latest R&D outcomes.
A related project activity therefore is to confirm with the industries their most critical and emerging jobs and functions and marry these to the most recent R&D outcomes. These are considered to be of the highest priority for inclusion in some capacity in training and education programs.

Objectives

1. Describe the current situation for delivery of higher and vocational education and training for the seafood industry, including identification of major providers,courses being offered and trends in demand. Content to include available courses, participant numbers, demand, and commencement and completion data
2. Identify how current and/or recent research is extended through vocational and higher education training systems. This will included assessing the range and extent of existing industry training and education courses which make reference to R&D outcomes from FRDC, and feedback from providers about how they retain the currency of their courses and knowledge of teaching staff.
3. Determine those critical jobs and functions in the seafood industry where currency and performance relies on understanding and/or application of R&D outputs.
4. Determine key issues or innovations addressed through FRDC's research portfolio that align with critical jobs and functions in the seafood industry.
5. Provide recommendations to increase currency of training and education with a focus on improving pathways to adoption of knowledge and technologies generated through FRDC's investment in R&D
including development of a plan to improve how FRDC RD&E outputs can delivered through a RTO through a commercialisation agreement. This plan would identify the major RTO/s that FRDC should develop agreements/partnerships with.

The project included the following activities:
  • Desktop research: Examine the extension and adoption plans of the 11 industry partner bodies and the eight Research Advisory Committees. Review recent studies and reports. Document key capability building themes.
  • Data gathering: Develop, pilot and distribute (via FRDC) an on-line survey, with survey questions approved by FRDC. Undertake initial review of results to identify trends and issues. Use this to determine the focus of follow- up stakeholder engagement, including discussions with industry representatives by telephone interviews.
  • Industry forums: Attend the FRDC Stakeholder Annual Planning Workshop in Adelaide 26-27 October 2016. Present initial findings from the data gathering activities and seek feedback and comments from Workshop participants.
  • Analysis: Collate and analyse all qualitative and quantitative data. Identify key themes and areas of commonality.
  • Framework, mapping: Complete a desktop review of existing course offerings that relate to the priorities identified through the research. Examine any data available about course satisfaction. Design and populate the framework/matrix to ensure a consistent platform for reporting and examining input from groups. Map existing courses and programs to identified gaps and common elements.
  • Final Report: To include a key set of insights and recommendations for use by RACs and IPAs in guiding skills and training priorities.

Need

The Nuffield Scholarship program relates to the 'People' section of FRDC's RD&E program, needed to attract and advance people who will lead fishing and aquaculture towards a sustainable and profitable future. The FRDC has taken a strong role in this area, facilitating access to leadership development for all sectors of fishing and aquaculture.

Unlike many capacity building programs that place focus on working within communities in their own environments, Nuffield Australia seeks to break the cycle of everyday life in primary production. The approach is to organise and facilitate international study tours that allow participants to break away from their normal routine and gain a global perspective on how other producers around the world operate their businesses and apply leadership in their industry.

A Nuffield Scholarship targets young primary producers who are already on the leading edge of production practices and technology uptake in their respective communities in Australia. The program is necessary to further enhance those individuals’ skills, elevate their status as role models and innovative leaders amongst their own broader community, thus having a ripple effect that goes far beyond their immediate participation.

Summary

The Australian seafood industry has a long and proud history of employment of very sound environmental and economic management principles which have made it the envy of much of the world. 

An altogether robust Australian seafood industry is hyper critical to the social and economic fabric of the coastal communities it supports, and it is vital this industry is maintained and – wherever possible – continually developed in a way which brings the best possible outcomes for all vested parties.

In an age of social media and 24-hour news cycles, it may be argued the Australian seafood industry and its general social licence to operate finds itself under increasing levels of attack. It is at times easy to consider there is more fearmongering than fishmongering occurring in this new age, and it is vital that the industry takes effective and collaborative steps to ensure that public perceptions pertaining to the industry are in line with the reality of the generally responsible way in which it operates. 

The author visited nine countries as part of this research, including commercial fishing operations, aquaculture ventures, general agribusinesses, peak representative bodies, wholesalers, retailers, third-party certifiers and financial institutions in both developing and developed nations. The aim of the study was to understand the importance of maintenance of an industry’s social licence to operate, whilst considering consumer confidence, modern markets, investor confidence, key motivators, brand development, politically motivated policy settings and general public perception.

It is very clear that maintenance of an intangible, but critical, social licence to operate must be a key and ongoing consideration for any business, industry peak body, regulatory body, or other organisation. For an industry such as the Australian seafood industry - which relies absolutely on its right to access public resources - maintenance and development of public perceptions around the socially responsible nature of its operations is fundamental.

This report is in part an anthropological study generated from countless meetings, interviews, observations and individual and collective viewpoints. It aims to explore the concept of the social licence to operate (SLO), why it is important, how it can impact on a business or brand and steps which can be taken to ensure a business maintains it.

Summary

Nursery systems are additional phases in the culture of prawns between larval production at the hatchery and final grow out in the pond. 

Introducing nursery phases to Australian prawn production offers greater control over the crop for longer periods of time. Greater control affords the farmer the ability to manipulate growing environments and to more effectively assess production by way of efficiencies.

Post larval care in nursery tanks or raceways can improve the quality of the stock that is put into the ponds by benefiting from:

  • Access to the post larvae (PL) for assessment of health and development
  • High quality commercial nursery diets
  • Reducing water management costs
  • Maintaining optimal water conditions
  • Improving biosecurity
  • Protecting stock from predation

Growing PL to be bigger and stronger in nursery environments means that the animal gets a head start in the pond. Bigger, stronger PL are more tolerant of the stresses of the pond environment and stocking these improved PL can result in improved pond production.

Summary

This report gives an overview of the world’s wild harvest abalone fisheries, how they are managed, and the findings of what stock enhancement has been occurring. The countries explored are Australia, New Zealand, Japan, USA and the Republic of South Africa. Hong Kong and The Peoples Republic of China was also visited to explore the market for abalone and customers’ perceptions of hatchery spawned but wild raised abalone.   

The world’s wild abalone fisheries production is declining while abalone aquaculture production has been increasing. Australia’s wild harvest abalone production remained relatively stable since the commercial dive fishery started in the 1950’s until about 2010. Total allowable commercial catch (TACC), commonly called quotas, were implemented in all harvesting regions by the mid to late 1980’s. Successful abalone recruitment is the key issue for a sustainable fishery. There was a low biomass post the implementation of quotas but now fishing pressure was controlled and reduced. A slow recovery occurred from a low spawning biomass until very good recruitments in the late 1990’s, from 2002 to 2006 there was a large spawning biomass on the reefs, the largest it had been for 15 years; recovery was occurring.

Unfortunately, since 2010, despite the large spawning biomass and controlled fishing pressure, production has decreased at an alarming rate. What is happening to recruitment? Why are the abalone larvae not surviving? How can it be overcome? Something is happening when the abalone are in their early larval and settlement stage, at their most vulnerable stage. Can they be nursed through this stage in a hatchery, reseed them when they are stronger and enhance the reefs and commercial production? These questions were the motivation to visit the world’s wild harvest abalone countries. 

Abalone stock enhancement is in its infancy, except for Japan where 30 plus years of stock enhancement sees 30% of their total annual harvest consisting of seeded abalone that achieves a survival rate of 10-15% of what is released. All other countries have undertaken experiments, some for decades with varying results. Further research particularly around the ecology of release areas and large scale projects are needed to determine and improve success. This will be long-term investment requiring substantial money and resources. It is therefore crucial that there is confidence in government to provide protection to the reseeded abalone from any external factors which may interfere with the abalones’ survival. 

Not all locations will be conducive to successful stock enhancement and keeping the handling of the juvenile abalone to a minimum is important for survival. No release method stands out as the most successful. The ideal release size appears to be about 30 millimetres shell length. This size is the best because of genetic fitness. The juvenile abalone is strong enough to not succumb to the environmental factors inhibiting recruitment in the first place and is small enough not to be too domesticated from being raised in a hatchery. 

Genetic diversity contributes to the genetic fitness and the brood stock parents consisting of tens of males and tens of females should be sourced from the area the juveniles are intended to be released to achieve the greatest survival. The parents should be replaced after each spawning season.  

Stock enhancement, combined with resting areas, will be the best way to rebuild the biomass of abalone on the reefs and therefore commercial production.  Utilising technology in a fully transparent commercial fishery will be the way to monitor and manage harvesting pressure to find optimum efficiency, quality and reef production.

A recommendation from the market is to tell the story of successful stock enhancement whereby the sustainability of abalone stocks is being ensured.

Summary

In a world where the general population relies so heavily on smartphones and tablets to perform day to day tasks such as banking or checking the weather, the commercial fishing industry has been stubbornly slow to adopt electronic reporting in their businesses. 

As a consequence, fishing regulators around the world are forcing industry to move toward electronic reporting, often against their will. In many cases, regulators are reverting to tactics such as charging for paper-based submissions in an attempt to force this change. Even this rather blunt approach has failed to meet its objective, with many operators hanging on to paper for as long as they possibly can.

This report explores the reasons behind this reluctance to embrace the move to electronic reporting, noting that the very fishers who are hanging onto their paper, moved as members of the general public to electronic banking and online bookings years ago.

The reasons behind their decision to avoid reporting electronically are many and varied. Ironically, none are linked to the fishers’ belief that there are technical challenges stopping them from making the move, with all those interviewed feeling comfortable that if their banking is secure, their fishing data should be secure at a technical level.

The real insight of this report relates to a perceived risk by the fishers that recording their fine scale data, which is really their intellectual property (IP), is putting their businesses at risk. They are fearful that once data is collected it can be accessed by other stakeholders (principally government agencies) and potentially used against them for things like marine parks or quota reductions.   

This report demonstrates that if industry started collecting its own data, it would be in a stronger position to have meaningful dialogue with those stakeholders who ultimately manage their fisheries. All stakeholders would benefit from the greater transparency that well managed, secure data could provide, starting from the decision to open the fishery by the regulator, through to the person who ultimately consumes the catch. 

Can the fishing industry continue to hide its data because of a perceived risk of the government using it against them? Or, does industry and the fisheries regulator, need to get smarter about how they use data to sustainably manage fisheries into the future.
