Need

This project relates to the R&D program : Industry Development under Challenge 4 – Improve the operating efficiency of businesses which includes occupational health and safety.

This project in combination with the two existing FRDC projects seeks to increase the knowledge of occupational health and safety through the assessment process. The assessment with this tool will allow industry to identify areas where the level of compliance is below expectations set by industry and therefore address these deficiencies. It also allows for the recognition of the area that OH&S is being done well.

In order to demonstrate to the Regulatory bodies and the Industry body – WAFIC that the industry itself is utilizing the Code there needs to be some form of assessment on each individual fisherman to ascertain the level of compliance with the Code. There also needs to be some form of assessment of what are the main OS&H issues that still remain a high risk in order for the industry to address those problem areas.

It has been determined that this project needs to be focused on one industry sector as it is a pilot for the future development of OS&H. Therefore to ensure the variables are minimise the Western Rock Lobster Industry will be the focus for the initial pilot project. HOWEVER IT IS FULLY INTENDED TO APPLY THE ASSESSMENT TOOL AS THE FOLLOW UP MECHANISM FOR THE NATIONAL OSH CODES PROJECT.THERE ARE KEY COMPONENTS TO ALL OSH PROGRAMS ACROSS AUSTRALIA. THESE ARE TO HAVE A PRACTICAL SET OF GUDILINES THAT INCORPORATE THE LEGAL REQUIRMENTS IN EACH STATE AND PUT THEN IN SEAFOOD TERMS. THESE ARE TO BE DEVELOPED THROUGH INDUSTRY ( THIS IS THE NATIONAL CODE).TO MAKE INDUSTRY AWARE AND ACHIEVE A CULTURAL CHANGE FROM WITHIN THE INDUSTRY AND TO PROMOTE TO GOVERNMENT THE REASONS WHY THE NATIONAL CODES PROJECT EXISTS . TO INSTALL A SYSTEM OF EVALUATION TO BE ABLE TO DEMONSTRATE THAT THE SELF REGUALTION APPROACH WORKS.

The software tool developed for this pilot will also be added on the existing national Extension Occupational Health and Safety project as method of assessing those states performance after the introduction of their respective OS&H Codes.

Summary

The Western Australian Fishing Industry Council has had a comprehensive health and safety code for use in the wild catch fishing industry in place since 1992. The OSH Code (hereafter referred to as the Code) was developed as a result of an increasing fatality and serious incident rate within the industry and pressure from both government agencies with jurisdiction over the fishing industry (Worksafe WA and Marine Safety WA) for WAFIC to act over the r incident rate.

The Code was issued as a formal printed document in 1997 and while the education and awareness process continues to this day, questions have been raised by WAFIC, Industry and Government agencies as to the Code’s effectiveness and uptake by industry.

This project involved the Principal Investigator (hereafter referred to as the PI) developing the audit tool (question set) and conducting the trial audits and the Co-Investigator (AXON IT) accessing the software, developing the web based system and uploading all necessary documentation. 

The question set reflected the content and structure of the Code: Part 1 Responsibilities; Part 2 – General guidelines; and Part 3 – Pot and Trap.

The question set was refined over eight versions based upon feedback from trial audits. 

SafetyNet is the name assigned to the web site where all the data is collated and reports produced.

Twenty two sample audits were conducted randomly within the Western Rock Lobster sector and the data entered into the software. The audits and subsequent data collected was not analyzed other than collection of answers for each question. A statistical analysis was not within the scope of the pilot project.

The reports that can be generated by the data base are simple pie charts or bar graphs. They are easy to access and interpret from SafetyNet. Sample reports on the data from the twenty two audits were used to design and test the report generator.

While the audit tool has been piloted within the Western Rock Lobster industry, the audit tool can be adapted to any sector across Australia by designing the question set and uploading to the web. It has been designed so that it can be adapted to enable each state to audit their industry where and when required to assess the uptake of each state’s OSH Code.

The use of Microsoft word for the audit tool also provides flexibility to adapt the question set and reports for other types of audits e.g. environmental and quality audits.

Summary

The purpose of this review was to;

  • Undertake an initial assessment of the current status of organisations and institutions providing information regarding seafood consumption
  • Detail the work that has been done to document the health benefits of seafood
  • Identify current methods and those with future potential for communicating the information to the general population regarding the health benefits from consuming seafood
  • Identify opportunities for domestic and international collaboration pertaining to the research and communication of the health benefits of seafood consumption

The identification process realised 120 current resources associated with the health benefits of regular consumption of seafood as part of a healthy diet that could be used by GPs and health professionals. The resource topics included arthritis (seven), cancer (six), dementia (one), dental health (two), diabetes (three), heart health (30), nutrition (40), osteoporosis (six) and preconception, pregnancy and breastfeeding (25).

The critical review of resources revealed information about the format, target group, reference to seafood, credibility and suitability of the identified resources. The majority (88.4%) of identified resource were available electronically as either PDF files or webpages, a preferable, quick and easy mode of access for GPs and health professionals. Just over half (57.5%) of the identified resources were targeted at specific audiences. All of the resources made reference to the health benefits of regular consumption of fish, 22.5% made reference to seafood and 5% made reference to fish oil as part of a healthy diet. Only 15% of the identified resources were suitable for use with the general Australian population at or below the recommended reading level of Year Eight.

APFA IPA: RNAi treatment of broodstock to reduce disease impacts in farmed prawns

With the exception for one farm, the Australian prawn farming industry remains reliant on the use of wild broodstock in hatcheries to generate seed to stock farm ponds,. Due partly to problems with GAV often occurring at high prevalence in North Queensland (NQ) (eg. Etty Bay, Bingil Bay, Bramston Beach, Yorkeys Knob), GAV-free broodstock have increasingly been sought from more remote locations in the Northern Territory (NT) (eg. Joseph Bonaparte Gulf and Melville/Tiwi Island) (Cowley et al. 2016).

Broodstock pairs (male + female) typically cost ~$160 when sourced locally from NQ and ~$600 when sourced from NT. Hatcheries use in the order of 3,000 wild-caught broodstock pairs annually. Thus due to (i) the substantially higher costs of broodstock sourced from remote regions in NT, (ii) the detection of a GAV variant designated Yellow head virus genotype 7 (YHV7) amongst NT stock (Cowley et al. 2016) with commercially relevant pathogenic potential (CSIRO Unpublished data) and (iii) difficulties in supply continuity and transport stress, the use of a hatchery-based RNAi strategy to reduce or clear GAV infection from local NQ broodstock with potential to abrogate or curtail the vertical transmission of GAV to progeny would significantly benefit industry.

Proof-of-concept obtained in this project that RNAi can be up-scaled from experimental to hatchery-scale systems, and that progeny with markedly reduced GAV infection loads can be generated from carrier broodstock injected with dsRNA, will provide industry with the confidence needed to apply the technology commercially once an APVMA permit has been issued for its use.

1. Knowledge of the ability of antivirals to abrogate vertical transmission of GAV from parents to progeny.
2. Knowledge of the heightened growth, survival and health performance of progeny from parents that received the antiviral compared progeny from parents that did not receive the antiviral, when reared under commercially comparable pond conditions.

Reported here are the outcomes of a project with original objectives to assess (i) the ability of injected double-stranded (ds)RNA antivirals to reduce Gill-associated virus (GAV) infection loads in Black Tiger prawn (Penaeus monodon) broodstock and whether this can (ii) reduce GAV infection prevalence/loads in progeny and (iii) result in improved growth performance and survival of progeny reared in research ponds under simulated commercial conditions.
As these project objectives were revised due to difficulties in sourcing wild broodstock infected with suitably high loads of GAV, also reported are data from agreed alternative project objectives showing that (i) Infectious hypodermal and hematopoietic necrosis virus (IHHNV) is transmitted vertically from infected female broodstock to progeny and that the IHHNV prevalence and infection loads in progeny are influenced by infection loads in their parental female and (ii) the high-load infections that develop in progeny spawned from females with higher-level IHHNV infection result in substantially reduced growth performance and survival of progeny reared in 0.16 ha ponds under simulated commercial conditions.
The screening of batches of wild P. monodon broodstock to identify locations where these might be infected with GAV at moderately-high loads suitable for the original project objectives identified GAV to be present at very low prevalence among prawns captured at various locations in the vicinity of Innisfail between May and June 2016. Similar screening also identified the absence of Yellow head virus genotype 7 (YHV7) in these broodstock.
Further to these objectives and data, it was agreed to include another project variation objective to investigate whether (i) dsRNA(s) injected into tail-muscle of female broodstock at the time eyestalks were ablated to induce ovary maturation/spawning could be detected by TaqMan real-time RT-qPCR in various tissues (i.e. pleopod, ovary and lymphoid organ) several days later when the female spawned and (ii) dsRNA might transfer from injected females to spawned eggs and be maintained or amplified through larval life stages (i.e. nauplii, protozoea, mysis) to an early post-larvae (PL) stage

Need

POMS, caused by OsHV-1, has devastated C. gigas farming in two estuaries in NSW. Australia’s other growing areas are free (survey 2011). Expert opinion is that the virus will spread, but the time frame is unpredictable; TAS and SA are at great risk. Research to find a solution to continue farming is an immediate priority to protect the ~$53M pa industry.

Farming C. gigas in the face of POMS requires improvements in both husbandry and genetics. Genetically resistant stock will not be available commercially until 2018, with partial resistance (POMS R&D Coordination Committee report).

Improved husbandry is needed at all stages of the production cycle. It is addressed by this application, which builds on research in FRDC projects 2011/053 and 2012/032 that led to breakthroughs in understanding the epidemiology of POMS: mortality can be completely prevented in hatcheries using relatively simple water treatments, and reduced by 50% in adult stock (but not juveniles) by raising the growing height. However, many growers do not have infrastructure for this.

In June 2014 industry stated it would benefit from information about consistency of seasonal infection, changes in the virus, hatchery biosecurity, and whether spat can be certified free from infection.

Growers at SAOGA August 2014 reiterated that they urgently need a strategy for juvenile grow out and rack and rail systems that can't easily be elevated.

Priorities were confirmed in a face to face meeting with TORC members on 28th August 2014. Objectives were reviewed by Oysters Australia R&D committee on 1/12/14, and modified accordingly, leading to this full application.

This project fits within the FRDC 2015 Environment Priority 5: development of robust methodologies for investigation of mollusk disease outbreaks; integrated health management for commercial molluscs, which flow from priorities of the Aquatic Animal Health Subprogram.

Objectives

1. To determine methods for the conditioning/husbandry of spat and juvenile oysters to obtain survival after exposure to OsHV-1 based on improved scientific understanding of exposure, pathogenesis, immunity, tolerance or latency
2. To confirm i) the consistency of seasonal patterns of POMS, ii) the periodicity of infection within season, iii) inter-estuary temperature variation, and iv) predict POMS seasonal behaviour.
3. To identify changes in OsHV-1 DNA sequence over time (2010-2016) to understand infection and disease patterns
4. To investigate the mechanisms of survival of Pacific oysters after exposure to OsHV-1, including assessment of exposure dose and using biosensors

Summary

The present project is part of a continued program of epidemiologic investigations of OsHV-1 in Australia. Sufficient understanding of POMS is required to provide information for farmers and to direct policy so that profitable farming can continue despite increasing distribution and devastating impacts of OsHV-1. Observational studies of outbreaks have again identified risk factors for mortality that have been followed up with controlled experiments to determine how these can be exploited by farmers to minimise disease impacts. The present research provides a firmer understanding of the risk factors for disease through sentinel oyster surveillance and a combination of controlled field and laboratory experiments. Although a largely unpredictable disease some key risk factors are highlighted and predictions of the temporal and geographic distribution of OsHV1transmission has enabled successful window farming. The water temperature proxy for POMS risk enables modelling of the impact of OsHV-1 if the distribution continues to expand. The highly clustered nature of the disease on fine and larger geographic and temporal scales is illustrated in this research. The highly specialised nature of OsHV- transmission inferred is the key to better prediction of the disease in farming and continued research. Further work is required to understand the host factors that impact disease severity, particularly the role of prior exposure and the physiologic and metabolic status at the time of challenge. An insight into variation in genotype and phenotype of OsHV-1 isolates reinforces the need to consider the pathogen in predicting disease outcomes. Less virulent strains of OsHV-1 might lead naturally to reduced disease impacts in the future.

For pregnant women, the current advice is to keep eating fish but to limit the intakes of orange roughy (Sea Perch), catfish shark, swordfish, marlin or broadbill to once a week or fortnight for the purposes of avoiding contaminants that may be damaging to the sensitive developing foetus. The net outcome of this communiqué may result in fewer women of childbearing age, those who are pregnant or those who wish to become pregnant from consuming fish or consuming inadequate amounts. It is highly important that this key group of consumers receive enough seafood to ensure that the developing foetus obtains adequate levels of DHA.

Therefore, this proposal targets a need in women of child bearing age, to determine if a diet high in DHA (providing an average of at least 200mg/d) obtained from Australian whole seafood (2-4 serves a week) can improve health-related outcomes (plasma phospholipid n-3 concentrations, inflammatory markers, insulin sensitivity, mood) when compared to a 6-week low DHA diet (30 mg/d) and will the diet be at an acceptable cost and without providing adverse levels of methyl mercury and PCBs.

Need

Veterinary chemicals are important tools in primary production systems. When used correctly, they play a valuable role in ensuring animal welfare and maximising the quality and yield of primary produce (economic sustainability). The use of veterinary chemicals as part of disease management in aquaculture also reduces the risk of disease spread to adjacent wild stocks (ecological sustainability). Aquaculture is a comparatively young (i.e. decades) primary industry, farming new (and often non-domesticated) species compared to terrestrial animal production (where most species have been domesticated for hundreds or thousands of years). Consequently, there is limited biological knowledge of aquaculture species (e.g. health, physiology and disease) where novel aquatic disease outbreaks are common, often requiring use of veterinary chemicals that are not registered for use in aquatic environments. Thus there is also a lack of information on the efficacy, safety and environmental effects of veterinary medicines. Furthermore, due to the relatively small size of Australian aquaculture industry sectors, there is limited interest from pharmaceutical companies for investment in product registration due to low economic return on investment.

We will collate available data and obtain new data to satisfy identified gaps to satisfy the requirements of the APVMA Minor Use Permit application.

Objectives

1. Obtain data to satisfy identified gaps, and collate available data, to satisfy specified requirements of a minor use permit application for the use of Chloramine-T (N-chloro-4-methylbenzenesulfonamide sodium salt) to treat bacterial or parasite infections in marine and freshwater finfish.
2. Compile and submit a minor use permit application to the Australian Pesticides and Veterinary Medicines Authority (APVMA).
