Need

This project addresses policy objectives identified under the Fisheries Management Act (FMA, 1991) and the Environmental Protection and Biodiversity Conservation Act (EPBC, 1999) relating to long term ecological sustainability of marine resources and environments in the AFZ. It will address the need to identify impacts of fishing activities on target and non-target species (FMA, 1991, Section 3, Part 1b) and how potential impacts might be mitigated to ensure the continued ecological viability of natural marine resources including benthic habitats in the Australian EEZ (EA, 2002). As such, the proposed project specifically addresses objectives relevant to the strategic assessment of the HIMI fishery (EA, 2002) and is also directly relevant to Program 2 (ecosystem-based fisheries management) outlined in AFMA’s strategic research plan, to base management decisions on a knowledge of impacts on fisheries ecosystems and minimize impacts arising from fishing activities (AFMA, 2005). It will also provide information that will help satisfy the requirements of the Marine Stewardship Council for certifying the mackerel icefish fishery. These requirements include undertaking an assessment of risks to benthic systems and identifying a strategy to mitigate moderate to high risks. The outputs could also be used to help understand the role and adequacy of the HIMI Marine Reserve and Conservation Zones.

The ecological assessment of fishery impacts in the Southern Ocean has also been identified by the SARAG as a priority research area. The proposed project will address three priority projects identified as part of the ecological assessment of the fishery research plan, which are:
• The effects of trawling on benthic ecosystems in the HIMI region,
• The effects of longline fishing on benthic ecosystems, and
• The effects of trap fishing on benthic ecosystems.

Objectives

1. To develop deep sea camera technologies that can be easily deployed during fishing operations, to facilitate widespread observations of demersal fishing activities (trawl, longline and trap) and their interactions with benthic environments.
2. To assess the vulnerability of benthic communities in Sub-Antarctic (Australian AFZ) and high latitude areas of the Southern Ocean (Australian EEZ) to demersal fishing using trawls, long-lines or traps, using video and still camera technologies.
3. To assess the risk of demersal fishing to long-term sustainability of benthic communities in these areas, based on the assessment of vulnerability and information from the literature on potential recovery of benthic species and habitats.
4. To recommend mitigation strategies by avoidance or gear modification, where identified to be needed, and practical guidelines to minimise fishing impacts on benthic communities.

Need

There is a relatively small number of universities, education and training providers offering programs in the fishing and aquaculture industries. There is an absence of consolidated data on, for example who they are, how active they are, the programs they offer, and course participant commencements and completions. The extent to which these providers keep abreast of the latest R&D outcomes, how and where they access information on R&D outcomes and the degree to which the content of their training/education programs include the latest research outcomes is not known.

Understanding the current state of play in the provision and uptake of industry-related training programs will provide valuable information that can be used by FRDC and the fishing and aquaculture industries to make more informed decisions on how to most effectively ensure new R&D outcomes are accessed and used in current course content at universities and in vocational education and training. This could be, for example by developing incentives and close working partnerships with a cadre of active training providers best positioned to include both new industry practices, procedures, etc and the required underpinning knowledge in their training programs.

Due to the time and cost involved in updating course materials there is a limit to the extent well established training and education programs can be continually updated to include the latest R&D outcomes.
A related project activity therefore is to confirm with the industries their most critical and emerging jobs and functions and marry these to the most recent R&D outcomes. These are considered to be of the highest priority for inclusion in some capacity in training and education programs.

Objectives

1. Describe the current situation for delivery of higher and vocational education and training for the seafood industry, including identification of major providers,courses being offered and trends in demand. Content to include available courses, participant numbers, demand, and commencement and completion data
2. Identify how current and/or recent research is extended through vocational and higher education training systems. This will included assessing the range and extent of existing industry training and education courses which make reference to R&D outcomes from FRDC, and feedback from providers about how they retain the currency of their courses and knowledge of teaching staff.
3. Determine those critical jobs and functions in the seafood industry where currency and performance relies on understanding and/or application of R&D outputs.
4. Determine key issues or innovations addressed through FRDC's research portfolio that align with critical jobs and functions in the seafood industry.
5. Provide recommendations to increase currency of training and education with a focus on improving pathways to adoption of knowledge and technologies generated through FRDC's investment in R&D
including development of a plan to improve how FRDC RD&E outputs can delivered through a RTO through a commercialisation agreement. This plan would identify the major RTO/s that FRDC should develop agreements/partnerships with.

The Building Education and Training Pathways for research and development ( R&D) Adoption Project commenced in March 2017. Furthermore, this grant allowed travel to the 2009 International Conference on Molluscan Shellfish Safety (ICMSS) which is the premier event for shellfish safety issues where industry, regulators and scientists come together to discuss emerging food safety trends and challenges, regulatory management issues, research outcomes, new analytical techniques and research priorities.

The EC suggested that the approach used to manage marine biotoxins for the capture scallop industry would be more appropriate. Follow up to this meeting will involve submission (industry and AQIS agreed) of data gained through Project 2008/909 to the European Commission to assist in regulatory decision making and facilitate market access of wild capture abalone to the EU.

Furthermore, this grant allowed travel to the 2009 International Conference on Molluscan Shellfish Safety (ICMSS) which is the premier event for shellfish safety issues where industry, regulators and scientists come together to discuss emerging food safety trends and challenges, regulatory management issues, research outcomes, new analytical techniques and research priorities.

Following the conference, several field trips were undertaken to oyster and mussel production areas on both the Atlantic and Mediterranean coasts, and meetings were held between Australian regulators, scientists and industry members and various French oyster industry representatives and research providers.

Need

In line with the pervasiveness of gut related illnesses, a recent study by the Tasmanian Institute of Agricultural Research (TIAR) on microbial communities of the hindgut of salmonid fish has shown that these microbial ecosystems are heavily influenced by the local aquatic environment and to some extent diet formulations (Bowman et al 2006). According to this report the intensive feed regime combined with local environmental conditions can lead to overgrowth of certain bacterial species within the gut. The higher number of bacteria in fish hindgut during summer time compared to autumn suggests that the temperature may be instrumental in promoting an overgrowth of pathogenic species. The activity of these bacteria may then lead to a suboptimal feeding and health of the salmon. Clinically this is associated with loss of appetite and reduction in growth rate and a diarrhoeal-like faecal excretion is observed (Bowman et al 2006).

Little is known about the exact pathogenic mechanisms used by these bacteria to cause disease and there is a real need to alleviate pressure on the aquaculture industry from diseases caused by these bacterial species. This project as shown in the objectives is to be run parallel to another project recently accepted by the seafood CRC in providing information on these pathogenic bacteria to be used for testing the efficacy of any isolated probiotics.

Need

The FRDC Board asked the FRDC Secretariat to develop an extension plan for the Sydney Fish Market Occupational Health and Safety Video and Quality Index. As a result of this request FRDC approached OceanWatch/SeaNet to develop a plan for the roll out and extension of these project outputs.

Additionally, FRDC has related completed research in the areas that could be incorporated into the extension and add value.

Both OH&S and Quality have been identified by industry as major issues that require on-going action. The FRDC over the past 10 years has invested in numerous projects to develop tools for both issues, however very little has been allocated to extension of these materials.

In recent research funded by both the FRDC and Seafood CRC Quality has been identified as a major issue for the seafood industry. The increased cost of seafood has meant that consumers are becoming heavily focused on quality. The issue of quality, flows onto the credibility and standing of the industry - consumers do not like paying high prices for seafood that has been handled badly or is of poor quality. In addition waste and spoilage are factors that consumers can readily see and have associated with sustainability.

Objectives

1. To increase the adoption and uptake in relation to R&D which relates to OH&S and quality
2. To develop a set of materials (presentation, fact sheet and references) appropriate to the seafood industry
3. To deliver key messages (including sets of developed materials) to target audience across key processing regions

Need

Our current understanding of environmental and anthropogenic impacts on marine life, whether farmed or wild, is limited by a lack of technology to directly measure the perception and responses of the animals themselves. Molluscs have been used as “biological early warning systems” because their swift behavioural response to environmental stressors is predictive of impending effects on other organisms in the ecosystem. Despite this potential, a lack of appropriate technology has prevented measurements of real-time data from animals in parallel with environmental monitoring. This project will demonstrate the utility of using sentinel animals with novel biosensors to provide early warning information on the health and status of the marine environment. Human health monitoring relies on ‘vital signs’, this project will measure the vital signs of heart rate and behaviour in sentinel animals, as they respond to multiple and interacting changes in the environment. Objectives

1. Demonstrate an operational network of sentinel molluscs providing real-time streaming of physiological and behavioural data providing a biological perspective of the environment.
2. Improve the local economy’s capacity to install, operate and maintain real-time, telemetered, environmental sensing systems by demonstrating the commercial operation of telemetered water quality sensor system over an extended 12 month period by a commercial operator.
3. Demonstrate that aspects of the ecosystem can be represented in real-time using sentinel animal data.
4. Provide an educational outreach program to encourage a generation of people interested in the marine environment and marine science.

Need

The need for this workshop was identified by the FRDC Board.

Stock enhancement decisions are the responsibility of State Fisheries agencies and most of these have developed, or are developing, policies on stocking that include such issues as translocation, genetics and disease mitigation. However in a number of cases these polices have been developed in isolation of recreational fishers, commercial fishers or community groups interested in stoocking.

A considerable difference in knowledge exists between government, industry and community on the appropriateness and risks of stock enhancement as a management tool. This has lead to (particularly) recreational fishers seeking political intervention and decisions being made based on political lobbying rather than on sound scientific assessment of the circumstances.

There is a need for government and industry to agree on the current key research, development and extension (RDE) priorities in the use of stock enhancement as a management tool.

Objectives

1. Identify the key research, development and extension associated with finfish stock enhancement, fish stocking and stock recovery.
2. Publish the proceedings and a strategic paper on the research priorities identified at the workshop.

Need

Due to new and proposed fisheries and other management regulations the Queensland seafood industry (both fishers and processors) is in economic turmoil. Without optimising income from our dwindling allocation of resources it is unlikely that many in the industry will survive. This project if successful will open the way for the development of a new value added product that will see greater returns to both fishers and processors. Summary

This project is a preliminary investigation into the potential for live shipping of blue swimmer crabs by traditional dry packing methods. The project adopted the findings of the WA project ‘how to stop a blue crab feeling blue’ for the onboard handling procedures then investigated different methods of dry packing the live crabs to determine the best packing method and the survival rate at different times post packing.

All trials were conducted using 36 litre polystyrene cartons, each layer of crabs were separated by a moist 5mm piece of foam. Coolant gels were used to maintain a cool temperature within the polystyrene cartons, these were separated from the crabs by a layer of woodwool and a 6mm C flute corrugated board.

Need

Southern Western Australia has no native freshwater fish species suitable for recreational angling. Some sectors of the recreational fishing community propose that inland water bodies in Western Australia should be stocked with freshwater fish native to eastern Australia. However, the WA Fisheries Department consider that these water bodies be stocked with fish species native to Western Australia. Since black bream can be readily cultured and tolerate a wide range of environmental conditions, it is an ideal candidate for this role.

The future stocking of inland water bodies by black bream require data on the optimum environmental conditions for growth and survival of this species. The following questions need to be answered for black bream that have already been introduced into these waters, (1) what is their growth rate and survival, (2) what is their diet and (3) can they breed in these waters ? A monitoring programme should be established to determine the success of any trials. Laboratory experiments should be undertaken to elucidate how growth is influenced by salinity, a parameter that varies greatly in inland water bodies, and by temperature.

The agricultural community is keen to utilise those agricultural areas which have suffered from severe environmental degradation, particularly through salinisation. In some large areas the saline water table has risen to such an extent that those areas have been rendered useless for agriculture. Thus, the stocking of black bream for recreational fishing or tourist ventures would add value to otherwise worthless land and stimulate increased economic activity in these regions. Stocking of inland water bodies would also alleviate the severe fishing pressure on natural populations of black bream.

The Victorian Government is keen to utilise our results to exploit the salinised catchments of the Murray River and enhance the natural stocks of black bream that have been degraded by the activities of carp.

Objectives

1. To determine the characteristics of inland water bodies in which black bream have been privately stocked.
2. To determine which characteristics of inland water bodies result in a combination of good growth and survival of black bream.
3. To determine, using laboratory facilities, the influence of salinity and temperature on the growth and survival of black bream.

Summary

Dr Chen undertook a research tour in Taiwan, as previously organised, to investigate the copepod pond production system used for marine larval finfish rearing. This involved capturing information about the system and getting some hands-on experience. The system could possibly be adopted, with modification, by Australian finfish hatcheries, including Clean Seas Tuna Ltd, which is focused on the hatchery production and growout of YTK and SBT.

Local issues that need to be addressed include biosecurity issues associated with the growth of a natural live foods in an outdoor situation and the effects on production of the large diurnal and seasonal environmental variation experienced outdoors in many regions of South Australia.
