Need

The current program of simulation exercises conducted under the auspices of the Federal Budget Initiative is designed to provide individual jurisdictions with training in the management of aquatic animal disease emergencies. However, within Australia, both marine and freshwater environments cross State/Territory boundaries. The need for inter-jurisdictional co-operation in successful disease control and eradication has not previously been addressed. A current FRDC project, 2002/660 is providing training focussed on the operation of the Consultative Committee on Emergency Animal Diseases, however, the aims and objectives of the current proposal are to develop cooperation at a technical and operational level rather than the strategic level addressed by project 2002/660.
The current proposal follows on from a previous project (2002/655) that involved:
1. Recruitment of stakeholders to the proposed exercise,
2. The development of the exercise documentation and plans,
3. Obtaining financial support from stakeholders

All of these objectives have been met. The project outlined in the current proposal will allow for the conduct of the exercise as planned. This project submission has been requested by the FRDC Aquatic Animal Health Subprogram.

Objectives

1. To conduct, in cooperation with a range of government and non-government organisations, a simulation exercise that will effectively address issues of inter-jurisdictional communication and cooperation in response to an emergency disease incident.
2. To enhance the capabilities of the States/Territories that share the Murray/Darling Basin in the area of management of aquatic animal disease incidents.
3. To heighten the awareness of these jurisdictions to the potential for incursions of emergency diseases.

Need

There have been significant resources (financial and physical) allocated to workplace health and safety (including mental health, training and systems for data collection) over the last 15 years in the commercial fishing industry .However the majority have been “stand alone" and there has been limited extension for the wider industry to adopt. Although there have been some positive moves in the area of health and safety such as the SRL Clean Green program and the Spencer Gulf Prawn fishery, there has largely been a “silo” approach to the various initiatives across the commercial fishing industry and a real lack of coordination that can lead to a lack of communication, adoption and the lack of visibility of tools to those that need it. This is due in part to the nature of the industry that tends (overall) not to have the willingness to adopt something that another fishery has implemented, fragmentation of industry in some states and within a fishery. Additionally, the absence of a peak national body until June 2017 also created a gap for driving nationwide issues including workplace safety and health initiatives. Through the building of these networks and the establishment of on the ground champion in each state to influence industry including the building of capacity/ resources within the peak bodies to embrace workplace health and safety on behalf of their members, improved awareness and adoption of safety programs should occur. To do this State peak bodies require support to enable them to add value for their members and therefore utilise existing and currently funded research and develop extension processes.It is unknown to what level industry uptake of the current AMSA requirements for a safety management system (SMS) has occurred. It is not well understood by industry that the existence of a SMS to meet AMSA requirements only goes half way for legal compliance. Each states Worksafe body also has legislation that requires compliance with safe work practices. It is desirable to produce a SMS that meets both sets of legislation and develop a tool that can be used to assess the uptake of the initiatives through the peak bodies as well as developing a robust set of statistics to benchmark the performance.

Objectives

1. To build capability in each jurisdiction industry council for the development of a safety management system toolkit based on gear type/fishery type for implementation across industry
2. To develop processes to ensure existing and future projects including LMS ( 2017-194) and Barriers to Adoption ( 2017-046) are integrated into objective 1 above
4. To develop a national “champions” network for workplace/ marine safety to assist jurisdictional bodies communicate and champion the safety message
5. To ensure current and previous marine safety RD&E projects are linked and collaborate effectively to achieve increased levels of extension
6. To develop a tool and estimate wild catch fisheries accident statistics ( historical) and to provide a system and a benchmark to measure future performance of accident statistics

Need

This project proposal has been initiated in order to determine the nature of Atlantic salmon GI tract communities, in healthy and SGS afflicted fish in relation to environment factors and diet. Changes in sea surface temperatures coupled with the use of feeds designed to reduce the reliance on fish meal, have coincided with the occurrence of Summer Gut Syndrome (SGS) a condition that significantly impacts the salmon industry through reduced productivity. The lack of a specific pathogen and workup to this date indicate the problem may relate to an interaction between environmental conditions leading to physiological stress in the fish that in turn perturb or modify gastrointestinal tract microbial communities leading to general inappetence and thus slow or negative weight gains in summer.

The research will provide the Salmon aquaculture industry with vital information that could lead to supplemented diets designed to reduce the impact of SGS on productivity, whilst increasing the sustainability of the industry by reducing the reliance on antibiotics and fish meal. The project will provide new information on the GI tract health of Atlantic salmon in relation to environmental conditions and possible changes in these conditions. The studies could be applicable to other finfish species that may have management issues arising from changing environmental conditions such as increasing surface water temperature.

Need

Development of Aboriginal fishing businesses in the Northern Territory is aiming to improve the livelihoods of community members by providing access to a nutritious, diverse and culturally significant food supply. At both global and national levels, organisations are advocating for health to be considered in all policy (WHO, 2013). The objectives of the proposed research are to understand from an Indigenous knowledge domain the nutritional health and wellbeing benefits of seafood. This information can therefore support future considerations of nutrition and health benefits in policy and ensure that health and related unintentional impacts of policies are at least considered in the policy making process in fisheries development. There is an ongoing need for Indigenous grounded approaches to be implemented to improve the diet and nutritional programs in Aboriginal communities (e.g. government programs, Aboriginal Health organisations and school nutrition). It is anticipated that this research will be relevant to a wide range of stakeholders involved in addressing the nutritional and health outcomes in communities through promotion of seafood in diets. The western biomedical health benefits of seafood are widely known globally and nationally (FRDC, 2004). However, the relationships between Indigenous health and wellbeing and seafood in an Indigenous knowledge domain is not well understood. The proposed research aims to address this knowledge gap though a multidimensional approach including localised documentation and representation of Indigenous knowledges of the nutritional health and wellbeing benefits values and meanings of seafood and nutritional analysis of fish and seafood species. This approach will bring together two knowledges in a culturally appropriate manner to better promote a holistic understanding of nutritional benefits of seafood.

The outcome of the research will contribute new knowledge to ensure the development of Indigenous fisheries is sensitive to health, nutritional and wellbeing values and meanings of culturally important seafood. This research project is funded by the Fisheries Research Development Corporation (FRDC project 2019-143) on behalf of the Australian Government and is being implemented in partnership with Monash University, Charles Darwin University and Bawinanga Aboriginal Corporation and Traditional Aboriginal Owners from the Maningrida region in the Northern Territory. Project investigators are Associate Professor Julie Brimblecombe, Associate Professor Natasha Stacey, and PhD candidate Beau Cubillo.

Objectives

1. To document Indigenous knowledges on the understanding of the nutritional health and wellbeing benefits and the value and meanings of locally caught and consumed seafood
2. To develop outputs (e.g. poster, booklet) based on Aboriginal knowledge and nutrition profiling of identified seafood species for inter-generational knowledge transfer

Summary

Mass of mortality over the past decade in routine mass hatchery and nursery rearing to produce the millions of spat required for commercial operation. These same problems have also forced the abandonment of SRO production operations by several commercial hatcheries elsewhere in NSW. three complementary strategies have been developed and major resources marshaled, first strategy implement relatively simple but potentially significant modifications to existing bivalve hatchery facilities, rearing equipment and operating protocols at PSFC. The second strategy is assessing whether or not ‘in-house factors’ at PSFC, namely site and facility design and operational constraints (especially inherent plumbing design faults and hygiene constraints imposed by year-round competing demands for limited hatchery resources), have been responsible for variable and generally poor hatchery production of SRO spat. The third strategy, a 3-year program of systematic experimental investigation has been designed to optimize a wide spectrum of husbandry factors,
particularly those identified as of high probable significance during the course by an international health workshop that in August 2002. The program is also geared to ‘fast-track’ commercialization of SRO breeding program with the first large scale production run to be attempted in Sept/Oct 2003. A priority objective is rapid assessment of alternative settlement and spat rearing technologies, including use of spat bubblers and estuary-based field nursery systems, to promote fastest possible growth of spat to a size of 2 mm beyond which they appear to overcome susceptibility to the mass mortality syndrome. A critical outcome of the program will be to ensure the portability of improved commercial production technology developed.

Need

Keeping Australia free of Crayfish Plague relies on quarantine restrictions recommended by the OIE which prohibits the importation of live crayfish from countries where the disease is either reported or its presence cannot be ruled out. However, in Europe where this strategy is also carried out, attempts to protect native stocks from Crayfish Plague by banning the importation of crayfish have been unsuccessful. Although quarantine protocols have so far excluded the disease agent from Australia, it is vital that an eradication and control strategy is in place in the event of a diagnosis of the disease.

This application seeks to provide the Australian freshwater crayfish industry with an efficient and successful eradication and control strategy for Crayfish Plague that can be immediately applied should a disease incursion occur. The strategy would be based on the experience of other countries affected by the disease, and current and applicable scientific evidence. Detailed knowledge of affected industries, the region and habitat, diagnostic laboratories and current methods is required and the strategy would be developed in consultation with stakeholder groups. The Crayfish Plague disease strategy manual would form part of the AQUAVETPLAN requirements for management of disease incursions as identified by the government under the Emergency Response Management Plan for aquatic diseases.

Summary

Crayfish plague is a serious disease of freshwater crayfish in Europe. The infectious agent, Aphanomyces astaci, is an Oomycete that produces hyphae and zoospores and is similar to a fungus. Studies have shown that Australian freshwater crayfish are susceptible to the disease but the disease has never been diagnosed in Australia.

The production of a crayfish plague disease strategy manual was prioritised for funding as part of the Emergency Management Planning Program of the Federal Budget Initiative 'Building a National Approach to Animal and Plant Health'. The project was administered by the Aquatic Animal Health Subprogram of the Fisheries Research and Development Corporation. The manual was developed with extensive consultation with key industry and government groups, including public meetings in Brisbane, Melbourne, Perth and Adelaide.
