Need

This project is a priority issue for the FRDC Aquatic Animal Health Subprogram Steering Committee (STC) and Scientific Advisory Committee (SAC).

The range of potential beneficiaries of the database is rather wide and varied. However, a key technical/scientific group is the National Aquatic Animal Health - Technical Working Group (NAAH-TWG). All SAC members are also members of the TWG. Another group – operating at a more strategic level – is the Australian Aquatic Animal Health Committee (AAHC). The Subprogram Leader is a member of AAHC.

Objectives

1. Gather requirements and analyse and design a system to develop a database that will provide rapid access to information on the viral, bacterial and parasitic diseases of marine and freshwater finfish, shellfish and crustaceans in Australia. Through this system, policy makers, managers, scientists and academics would gain rapid access to what information has to be published on specific disease agents, their hosts and their distribution.

Need

In Australia, aquaculture is undergoing a growth phase (approximately 18% p.a.) where the number of aquaculture facilities, as well as the number of aquatic animal species being cultured, is increasing. The current value of the aquaculture sector is placed at $800 million and is expected to increase to $2-3 billion over the next 10 years. As the industry expands and intensifies the risk of infectious disease outbreaks also increases and there is a need for a parallel increased level of research on these diseases (c.f. Federal Budget Initiative). As part of the R&D effort nationwide, there is a need for a scientific conference during which the key aquatic animal health specialists/researchers/managers can convene and discuss current and future aquatic animal health issues and resolutions.

In addition, the development of World Trade Organisation agreements on freedom of trade between countries is seeing an increase in the use of aquatic animal disease as a de facto trade barrier and increasing demands on exporting countries to demonstrate freedom from diseases of concern. The issue of Canadian exports of salmon to Australia and the national white spot survey of prawns and crabs are recent Australian examples. The demand of Australia by our trading partners for demonstrated competence in surveillance and monitoring is going to require a much greater investment by Australia in training of expertise, standardisation of diagnostic techniques and development of new methodology to back nationwide surveillance and monitoring programs. None of this activity will happen unless we foster a team approach by the limited numbers of individuals working in the aquatic animal disease disciplines. The development of AQUAPLAN and the Federal Budget Initiative has placed Australia at the forefront of aquatic animal disease management. An opportunity exists to capitalise on these initiatives and to value-add to planned outputs.

It is proposed that the Scientific Advisory Committee of the FRDC Aquatic Animal Health Subprogram plan, organise and lead a 3-day scientific conference entitled, ‘Emergency Disease Planning and Management’, the core activity of which will be reports/scientific presentations on current projects funded by the Health Subprogram. In addition to these presentations, there is a need to highlight other aquatic health research, methodological and policy issues which may be of current or potential, future concern to Australia and which impact on emergency disease management. This conference will provide a forum for communication of project outputs, for critical review of aquatic animal health R&D currently undertaken in Australia, and will allow full discussion of the research and provide feed-back to the Principal Investigators of Subprogram projects. In this way, projects will benefit from receiving input from a relatively large number of researchers from a broad range of backgrounds. Potential future projects would be identified. In addition, an international expert with first-hand experience in management/eradication of an exotic aquatic animal disease could be invited to lead a discussion on a special topic relevant to emergency disease planning and management.

Summary

The 1st FRDC Aquatic Animal Health Subprogram Scientific Conference was held at the Four Points Hotel, Sheraton Eastern Beach, Geelong, 8-10 October 2003. Over 40 representatives from Commonwealth and State Government agencies, from universities and other academic institutions, and from supporting industries, as well as private consultants gathered to discuss the conference topic ‘emergency disease response planning and management’. An international expert, Dr Ron Stagg Deputy CEO FRS Marine Laboratory, Aberdeen was the Keynote Speaker.

The conference was planned and organised by staff from the Australian Animal Health Laboratory, assisted and supported by the FRDC AAH Subprogram Steering Committee and Scientific Advisory Committee.

Proceedings of the scientific conference are available as appendix 6 of this report.

Need

Viral diseases are among the most important of all health issues in aquaculture and fisheries. Their rapid and accurate recognition is central to the prevention of spread and the control of emerging diseases. Morphological diagnosis based on gross pathology, histopathology and electron microscopy remain vital in the diagnostic process, and are essential to complement accurate molecular aetiolgical diagnosis. Practitioners of morphological diagnosis are becoming scarce, and this application enables knowledge transfer from one of the world's foremost experts, Dr Teruo Miyazaki from Japan. This knowledge transfer requires a hand-on approach in a small group setting, using a multiheaded microscope with plenty of opportunity for discussion. for this reason a face-to-face visit is essential. Improving aquatic animal health diagnostic capacity is a priority for FRDC specifically to prevent and manage disease incursions, and to develop diagnostic procedures and techniques to rapidly detect and identify pathogens. This is also a priority for state jurisdictions.

In addition to viral diseases, Dr Miyazaki has career long expertise in general fish pathology, so his visit presents diverse opportunities for continuing education of Australian aquatic animal health diagnosticians.

Tackle Box - Fishing at home during Covid 19

Need

The ARFF Tackle Box project is funded through the ‘our marine parks’ grants funded by Parks Australia. The project aims to develop a recreational fishing app to collect data from scheduled recreational fishing competitions around Australia with the aim of being able to provide data on the interactions of recreational fishers with Australia’s Commonwealth Marine Parks. So far, the application has 1049 unique users, used for 9 fishing events, and has had data input for 1905 fish and 85 Photo only competition entries.
A real and meaningful opportunity exists for ARFF to lead the national recreational fishing community by introducing some simple retooling of the ARFF Tackle Box app and get on the front foot. There will be a push from some groups to keep people fishing but the reality is we need to be responsible right now. At this point, I think this is a moment FRDC can shine as well by supporting with funding as I am told there is considerable funds still available with the Rec Fish Research budget. Also, the government has subtly announced fiscal stimulus packages for sports and arts soon to keep the population engaged and there maybe potential to tap into both sporting/recreation and mental health funding. We have received offers of help to apply for these funding opportunities by professionals in these fields when they become available.
The proposal is to revise the current model and focus on the stash of data that exists already on people’s phones and keeping people engaged at home so that when the crisis passes, they are ready to go on our network. Capitalising on the low hanging fruit without fishers actively fishing and easily reach a user target of ten thousand people in a matter of weeks and potentially One hundred thousand users within 6 months without leaving home. This consists of 5 key elements:

• Fantasy/Photo only competition where people submit what they have on their phones from previous fishing trips before ARFF’s “quarantine at home/fish within the rules” policy came into effect.
• Community voting, engagement rather than “scoreboards”. It actively engages the community without the need to leave home.
• Keeping people connected with regular briefings and interactions with the states and regio

Objectives

1. To further develop the Tackle box project/application (funded by Parks Australia) to connect recreational fishers during the COVID-19 situation
2. To use the extended platform to educated recreational fishers on the relevance of Government measures to recreational fishing, ensuring those that should not be fishing don’t and those that can know under what conditions they can.
3. To extend FRDC information through the new platform including advertising of the current national social and economic survey and extending of results and information relevant as they become available. Extend other relevant project information in this time such as Tuna Champions, fish handling practices, habitat rehabilitation, safety etc.

Summary

This project examined the impact of Covid-19 on recreational fishing using a citizen science approach. The Australian Recreational Fishing Foundation (ARFF) teamed up with Infofish Australia Pty Ltd to use recaptures of tagged fish in Queensland and fishing competitions around Australia in novel ways to assess the impact by comparing data from 2020 with 2019.

Need

The risk of importation of AMR into Australia via uncooked prawn commodities has not been assessed.
Given the existing pathway of dissemination of prawn commodities into waterways via disposal (berley)/use (bait) the release and establishment of AMR microbes could impact on prawn hatchery performance, where juvenile stages are particularly sensitive to bacterial diseases such as Vibriosis. Should AMR enter hatcheries via the use of wild broodstock, water or aerosol pathways it could contribute to great challenges in maintaining reliable hatchery production for the entire prawn farming sector, for it could render the currently available antimicrobials useless.
There is growing concern about the emergence of antimicrobial resistance in humans, and the pathways for its entry and establishment.
The trade of importing uncooked prawns for human consumption was temporarily suspended from early January to early July 2017 after the WSSV outbreaks on the Logan River in Queensland and import compliance breaches were identified. With this trade re-opening the pathway for potential entry of AMR on live bacteria warrants assessment.

A further pathway for generating enhanced risk of antimicrobial resistance is through allowing human consumption of commodities with sub-therapeutic levels of antibiotic and agricultural chemical residue.The Australian Prawn Farmers Association (APFA) are seeking to better understand the presence or absence of a range of chemical residues in imported prawn products. Insufficient data has been collected as part of the National Residue Survey to give industry confidence that the imported products do not pose a potential health risk to consumers, and hence do not pose a risk to the marketing and sales of prawns generally. Data is needed to inform the submission from the APFA to the review of the Commonwealth Import Risk Assessment of uncooked crustacean and Australia's food safety regulator (FSANZ).

Objectives

1. Define the identity of bacteria and their status with respect to phenotypic and genotypic antimicrobial resistance associated with imported frozen uncooked prawn commodities
2. Quantify the type and level of antibiotic and agricultural chemical residue in a range of imported prawn commodities purchased at Australian retail outlets
3. Discuss the implications of studies findings in respect of biosecurity controls and how they can contribute to protection of the productivity of the prawn farming industry and protection of human health

This project (2017-091) utilised residual sample material which had been held at -20oC at Future Fisheries Veterinary Service, East Ballina NSW, since collection during December 2016 and January 2017. Residual samples which were labelled as imported product either by signage at the retail outlet, or on product packaging were tested for:
1) Presence of bacteria that were of significance to aquaculture and public health (tested at the University of Adelaide)
2) Presence of resistance to a range of antimicrobials (tested at the University of Adelaide)
3) Presence of a suite of antimicrobials and other Ag-vet chemicals (tested at Queensland Government Chemical Residue Laboratory)
