Need

This study documents the needs and concerns of fishers and their families in Queensland coastal regions to expand the corpus of knowledge about fishing as an industry, for the sake of informing government of social impacts, and to incorporate local social considerations into current and future management plans. The study focuses on how fisheries policies impact on fishers and their families socially and culturally, and how these groups negotiate and respond to political, market and ecologically driven management measures. It is significant as it brings together important but little researched aspects of the impact of management decisions on fishers, families and communities. Research is crucial to understand the social legacy of those decisions on the social wellbeing of fishing communities, including the health and quality of life of fishers, families, and those involved in fisheries-related businesses.

Understanding the social costs of policy decisions can help mitigate harmful physical and mental health outcomes, a situation of critical significance to rural, state and national economies. Fishing families and communities are important; they provide substantial regional employment and income to local economies; they underpin the social fabric of many coastal regions which display a strong fishing cultural heritage and are substantial contributors to the social and economic viability of rural communities. However, their ability to weather the social and economic stressors of closures, especially at times of increasing global fisheries pressures, has received limited attention. Few studies have been conducted on the way fishers and their families perceive and value their status as fishers, and how their worldview influences their quality of life, social wellbeing, and their attitudes towards place and the marine environment. Our findings will be of direct use to policy developers in adopting intrinsic measures for social impact assessment, and in integrating local knowledge into future social impact assessments.

1. To examine and compare the attitudes, values and experiences of those involved in viable and vulnerable fisheries, both inshore and offshore, and those fishers and their families who have left the industry
2. To identify the social and cultural impacts, examining wellbeing, quality of life outcomes and social resilience as a result of fishing closures and fishing effort rationalisation
3. To examine adjustments in households amongst fishers and spouses
4. To investigate the ways in which fishers, their families and local communities are adapting to social, economic and ecological change.

Need

In recent years, demand for high quality seafood world-wide has increased significantly and continues to increase. This demand cannot be met by wild capture fisheries and has led to expansion of the world's aquaculture industries. In Australia, aquaculture is also growing. In the past 5 years the value of Australian aquaculture has doubled to approximately $700 million (ABARE 2001) and is expected to increase to $2.5 billion by 2010 (ACIL Consulting 1999). As the industry expands and intensifies the risk of infectious disease outbreaks also increases and there is a need for an increased level of expertise nation-wide on aquatic animal diseases.

As the range of aquaculture species expands so, too, will the range of diseases. Disease diagnosis and control will become an even higher priority than in the past. There will be a requirement to maintain and improve disease diagnostic capability. Increased diagnostic services will be required in these specialised areas, and training of personnel in aquatic animal pathology, bacteriology, virology, parasitology and mycology will be essential.

Currently, research on, and diagnosis of, aquatic animal diseases is undertaken with some limitations by State laboratories, private veterinary laboratories, universities, research institutes, and CSIRO divisions including AAHL Fish Diseases Laboratory (AFDL) at CSIRO Livestock Industries. It is essential to build on these resources to become better prepared for the anticipated growth in industry.

Training courses for diagnosticians and fish health specialists will be required to maintain Australia's proficiency to detect and diagnose aquatic animal diseases, and maintain the confidence of our trading partners. Due to increased world trade and travel, the threat of exotic disease is increasing. This project is aimed at providing information and training to aquatic animal health specialists to assist in recognition of exotic disease, and management of disease emergencies.

Summary

The major outcomes of this project are:

(1) as a result of the Training Course, each State/Territory now has one or two specialists who have recently been updated on the exotic diseases of the aquaculture industries in Australia (i.e., diseases on the National List of Reportable Diseases of Aquatic Animals). Their improved knowledge and awareness, and their capacity to improve the knowledge and awareness of many of their colleagues, will encourage greater confidence in the ability of regional aquaculture health specialists to recognize, and manage, incursions of exotic diseases. This, in turn, will assist Australian aquaculture industries to maintain their enviable status with respect to freedom from the major aquatic animal diseases of the world

(2) there is now a well-organized resource available for future training of aquaculture health specialists in those diseases that are of prime importance to the aquaculture industries of Australia, i.e., the diseases on the National List of Reportable Diseases of Aquatic Animals.

Security of resource access - what is legislative best practice for the commercial seafood industry?

Need

The need for improved resource security was articulated at the SIA Tipping Point meeting held in Fremantle in February 2019. This event was attended by seafood industry representatives from across Australia. The absence of secure access to resources, both aquatic and terrestrial, is a major threat and looming impediment to the growth and prosperity of the Australian seafood industry. This is not a new problem, but despite debate, discussion, lobbying and advocacy for more than 2 decades, it remains an existential threat to the Australian seafood industry.

Improving security is critical to providing an environment that encourages innovation and the confidence to invest and work in our industry.

Lack of certainty of access to biological and environmental resources has significant ramifications for the mental health of our people, and negatively impacts access to business opportunities and other critical business resources including finance and staff. Flow on effects from continued resource access restrictions also affect our post-harvest businesses, freight companies and local communities across Australia.

The threats to access and resource security are varied, including:
• sharing resources with, and impacts of, other marine and terrestrial users including recreational fishers, indigenous title claims, petroleum industry,
• changes to / lack of clarity surrounding government policy and legislation,
• use of Ministerial discretionary powers, as demonstrated by the Western Australian Government intervention in the WRL fishery quota and dramatic increases of pearling lease fees,
• water quality requirements associated with aquaculture operations,
• uncertainty results in risk in financing of commercial fishing operations,
• access limitations restrict growth of jobs in the aquaculture, wild and post-harvest sectors,
• changing community perceptions
• eNGO activism such as in the small pelagic fishery, quota purchases, alternate definition of sustainability and targeting particular fishing methods,
• restriction of access through increasing reserves including Marine Parks and threats of more restrictive management plans, and
• changing environmental conditions.

Need

A Current Priority in the 2011 FRDC AAHS R&D plan (6.2.3 Endemic and exotic aquatic animal disease diagnostics) is “Diagnostics for agents of national/international significance”.

The AAHL Fish Diseases Laboratory (AFDL) role involves detection/confirmation of exotic and newly emerging diseases (particularly those in Australia’s National List of Reportable Diseases of Aquatic Animal), index case confirmation and supporting national response capability.

Ideally, AFDL diagnostic assays are adopted from the OIE Manual of Diagnostic Tests for Aquatic Animals 2010 or ANZSDPs. Unfortunately, for some agents there are either multiple protocols in the OIE Chapter (e.g. ISAV, IHNV, VHSV), real-time PCR protocols for high-throughput screening are not in the OIE Chapter (e.g. VHSV, IHNV) or there is no OIE Chapter (e.g. NNV, IPNV). Where no assays are described, published literature is the only source of information. Due to a time lag between updating the OIE Chapters or publication of test protocols, it is not always possible to be confident that the most current protocols have been implemented. Published methods may not adequately describe the specificity of the tests (e.g. detection of different genotypes by ISAV and VHSV RT-qPCRs).

One way to ensure awareness of the latest developments in diagnostic protocols and to compare AFDL’s capability is through networks with overseas reference laboratories who routinely deal with agents that are exotic to Australia. Nick Moody’s attendance at the EAFP Conference in September will provide an opportunity to visit the EU Reference Laboratory for Fish Diseases in Denmark and the CEFAS Laboratory in the UK.

Objectives

1. Obtain knowledge of current test protocols and positive control strategies for detection of aquatic animal diseases in the European Union, both exotic and endemic to Australia.
2. Obtain knowledge of current methods for high-throughput molecular testing for aquatic animal diseases in the European Union.

Need

Barramundi are an important aquaculture species with total production predicted to exceed 1000 tonnes within the next few years. Grouper culture is only just being developed but these fish are greatly sought for the live fish trade and as a result wild stocks are becoming depleted. However, outbreaks of VER in hatcheries and growout facilities can lead to catastrophic losses and the expected increases in production will not occur unless practicable and efficacious control programs are available and in place.
Striped trumpeter culture is still at the develoment stage but already an outbreak of VER has resulted in significant losses of valuable juveniles.

The disease control program needs to be acceptable to all stakeholders, especially State and Territory authorities so that uniformity in control procedures is ensured. At present differing requirements between authorities reduces their abilities to adequately control VER.

Objectives

1. The objective is to produce a manual which will provide information that will enhance the capabilities of industry and government to quickly and effectively respond to outbreaks of VER.
2. To develop a consensus between governments and industry on a preferred control policy for this disease.

Summary

The disease strategy manual for VER reviews the relevant scientific literature on an economically important aquatic viral disease. A description of the disease with special emphasis on Australian fin fish species reveals significant disease in farmed barramundi and significant potential for disease in species such as grouper and striped trumpeter with farming potential.

The general principals of control and eradication are reviewed. Various strategies outlined in the manual will enhance the capabilities of industry and government to quickly and effectively respond to outbreaks of VER.
